Mission Statement

The American Tobiano Horse Association or ATHA is an equine registry committed to preserving and promoting the Tobiano Horse both in regards to visual pattern and genetics.

Furthermore, we believe that the youth and amateur participants are the heart of the horse industry. The American Tobiano Horse Association is dedicated to supporting these groups in order to promote the health and longevity of the horse industry.

Board of Founding Members

  • Craig Burkhard

    Craig Burkhard shows, breeds, and raises APHA horses. His breeding program specializes in hunter under saddle and all-around horses. He is a former member of the Florida Paint Horse Club where he served as a board member and Vice President. Craig is a founding Director of the Florida Colored Horse Association. He served as a national Director for APHA for the state of Florida for 20 years. He has also served on the Recreation Riding Committee, Amateur Committee, EC Nomination Committee, and Long Range Planning Committee. Craig co-chaired and served for many years on the Registration and Breed Integrity Committee. Craig recalls, “A very wise horseman by the name of Walter Mann told me over 40 years ago; ‘You only have one reputation in the horse business, use it wisely.’” Craig prides himself on being honest, fair, and informed. His mission for the Tobiano Horse Association is to help develop and plan for the future of this Association, as well as to listen to Tobiano owners, being their voice on current issues and concerns.

  • Larry Chastain

    Larry has bred, raised, and trained horses of paint coloring for 60 years. His first national champion was a Tobiano, Lucky Straw in 1977. Since 1972 he has exhibited countless APHA horses from the local level up to world championships. He has won numerous APHA World Championships, APHA Championships, and Superior All-around Championships. In 1985, he won the Champion of Champion award with APHA, being the only exhibitor to ever win it. He was the PTHA Champion of Champions winner two times. He served as a PTHA Judge and National APHA Director. Larry has supported paint promotions at the local level, forming regional clubs and zone shows. He was one of three individuals that founded the Paint Triple Crown/Oregon Paint Breeders Futurities in 1986 which was one of the most successful breeders futurities in the nation.

  • Brent Harnish

    Brent Harnish has campaigned horses to World Championships in many events in Palomino Buckskin, Paint, and Pinto. His training program has produced multiple World Champions, Honor Roll, and Top 10 Youth and Amateur year-end awards. He was a judge for the PHBA World Show multiple times and in 2008 and became the CEO of Palomino. For the past 30 years, Brent has bred, raised, and trained Paint / Pinto horses. He was an APHA judge for almost 20 years. He was National Director for the Indiana Paint horse club and served on multiple national committees for APHA. He was instrumental in introducing the Novice Youth Program to APHA. Currently, Brent serves on the PtHA Professional Horseman's board. He has also served on the St Joseph County 4-H fair board for 12 years, The Indiana Animal Board of Health, and the President of the Indiana Horse Council. Finally, Brent has proudly promoted the Tobiano horse in this industry by focusing on increasing the quality and pedigree of the Tobiano. His knowledge of genetics has been the foundation of his breeding program and that of his fellow breeders. His stallion Gentlemen Send Roses has been a top 5 leading sire at APHA for the past 15 years. The foals of his crosses have gone on to be World Champions.

  • Jim Isley

    Jim Isley of Reidsville, NC is the Founder and CEO of North Star Ranch Horse Association. With over 50 years in the Equine and Pro Rodeo Industry, Jim’s diverse experience has been a tremendous asset to the growth and progressive quality of the equine industry in the southeast and beyond. With over 100 World and National titles, his no-nonsense “the horse comes first” attitude reflects the dedication to the horse industry that has endured the last five decades. Jim continues to train horses and riders from his barn in Reidsville, NC. An approved judge, Jim has held multiple judges cards throughout his career including AQHA, APHA, ApHC, PHBA, NSBA, AMHA, and PtHA. He has judged World and National Championships in the USA and Europe. A licensed Auctioneer, Jim also owns and operates Jim Isley Auctions where he conducts Estate and Benefit auctions.

  • Cathy Sasser

    Cathy Sasser is the owner and trainer of Sasser’s Paint Horses, which specializes in youth and amateur halter horses. She has shown or trained multiple APHA. PtHA, ABRA, PHBA, World and Reserve World Champion halter horses. She has sat on numerous boards and held offices for local paint horse clubs. Cathy currently works with small area clubs including open shows, junior livestock shows, and 4-H clubs. She has been a national director for APHA since 2010, serving on the Breed Integrity Committee, Regional Clubs Committee, Amateur Committee, and Show and Contest Committee. She has held judge’s cards with PtHA, ABRA, POA, and AMHA. Cathy is passionate about Tobianos. She and her husband were instrumental in writing the rule to split the Overo and Tobiano within APHA which, unfortunately, they did not see the benefits in continuing. Cathy ‘s mission is to secure a place for the Tobiano horse so that it does not get lost in the push for the double-registered horses.

The creators of American Tobiano Horse Association, Jim Plumley and Devin Boyle, are proud to present the Board of Founding Members. This group will use their knowledge and expertise to guide the association forward in its mission. They will oversee the establishment of membership and registration protocol, as well as all future programs. Details to most of these programs will be available on the website prior to membership enrollment.

The board of Founding Members will also assist in moving the association from private to publicly held. We are excited to continue moving forward, and have set January 1st, 2023 as our target date to start receiving applications for membership and registration. We are looking forward to your participation and thank you for your interest in ATHA.
